In this article, we will clarify this question and show the limits and responsibilities of this professional.<\/p>\n<h2>What does the law say?<\/h2>\n<p>The law that regulates the practice of engineering, architecture, and agronomy in Brazil is Law No. 5,194, of December 24, 1966. This law establishes that a civil engineer can perform all activities related to civil engineering, provided they are registered with the Regional Council of Engineering and Agronomy (CREA) of the state where they work.<\/p>\n<p>Furthermore, the law stipulates that a civil engineer can sign:<\/p>\n<p>\u2013 Civil engineering projects and their respective budgets;<br \/>\n\u2013 Master plans, urban development plans, and regional plans;<br \/>\n\u2013 Studies and projects for urban and interurban transportation systems;<br \/>\n\u2013 Studies and projects for basic sanitation systems;<br \/>\n\u2013 Studies and projects for the use and control of water resources;<br \/>\n\u2013 Studies and projects for hydraulic and port works;<br \/>\n\u2013 Studies and projects for drainage, irrigation and dam works;<br \/>\n\u2013 Studies and projects for foundation works, structures and geotechnics;<br \/>\n\u2013 Studies and design of electrical, hydraulic, sanitary, gas, air conditioning, ventilation and telecommunications installations in buildings;<br \/>\n\u2013 Studies and projects for road, rail and airport infrastructure works;<br \/>\n\u2013 Studies and projects for urbanization, landscaping and tree planting works;<br \/>\n\u2013 Studies and projects for the recovery, reinforcement and restoration of structures;<br \/>\n\u2013 Studies and projects for fire prevention and fighting works in buildings;<br \/>\n\u2013 Studies and projects for works to protect the environment;<br \/>\n\u2013 Direction, inspection, supervision and execution of civil works;<br \/>\n\u2013 Inspection, expert analysis, evaluation, arbitration and technical report related to civil works;<br \/>\n\u2013 Performance of technical roles and functions related to civil engineering.<\/p>\n<h2>What does CREA say?<\/h2>\n<p>CREA is the body responsible for overseeing the professional practice of engineering, architecture, and agronomy in Brazil. It also issues Technical Responsibility Annotations (ARTs), which are documents that prove the authorship and responsibility of professionals for the technical activities they perform.<\/p>\n<p>CREA follows the regulations of the Federal Council of Engineering and Agronomy (CONFEA), which is the highest authority in the field. CONFEA published Resolution No. 1,073, of April 19, 2016, which provides for the adoption of the Manual of Procedures for the Verification of the Professional Practice of Engineering.<\/p>\n<p>This manual defines the areas of civil engineering in 11 fields: civil construction; structures; geotechnics; hydraulics; sanitation; transportation; water resources; ports; buildings; building installations; urban planning.<\/p>\n<p>Each field has a detailed list of the activities that a civil engineer can perform. These activities are classified into four levels: basic (B), intermediate (I), full (P), or specialized (E).<\/p>\n<p>The basic level corresponds to activities that can be performed by any civil engineer with a generalist education. The intermediate level corresponds to activities that require specific knowledge acquired through supplementary courses or professional experience. The full level corresponds to activities that demand in-depth knowledge obtained through postgraduate courses or professional experience. The specialized level corresponds to activities that require specialized knowledge obtained through stricto sensu postgraduate courses or professional experience.<\/p>\n<p>A civil engineer can sign off on activities that correspond to their level of qualification, provided they possess the corresponding ARTs (Technical Responsibility Certificates). Otherwise, they may be held liable for illegal practice of the profession, ethical or civil infraction, and even criminal charges.<\/p>\n<h2>What are the limits and responsibilities of a civil engineer?<\/h2>\n<p>A civil engineer must be aware of the limits and responsibilities involved in their work. They must respect technical standards, codes of ethics, laws, and current regulations. They must ensure the safety, quality, sustainability, and public interest of the projects they design, execute, or supervise.<\/p>\n<p>He must also be attentive to technological innovations, social demands, and market needs. He must constantly seek to update his knowledge and expand his skills.<\/p>\n<p>Civil engineers should only sign off on activities that fall within their scope of practice and qualification level. They should avoid accumulating functions, overlapping responsibilities, and conflicts of interest. They must report any irregularities they observe in the professional practice of civil engineering to the CREA (Regional Council of Engineering and Agronomy).<\/p>\n<p>Civil engineers must be aware that their work can affect the lives of thousands of people, the environment, and historical and cultural heritage. O que diz o CREA? O CREA \u00e9 o \u00f3rg\u00e3o respons\u00e1vel por fiscalizar o exerc\u00edcio profissional da engenharia, arquitetura e agronomia no Brasil. Ele tamb\u00e9m emite as Anota\u00e7\u00f5es de Responsabilidade T\u00e9cnica (ARTs), que s\u00e3o documentos que comprovam a autoria e a responsabilidade dos profissionais sobre as atividades t\u00e9cnicas que realizam. O CREA segue as normas do Conselho Federal de Engenharia e Agronomia (CONFEA), que \u00e9 o \u00f3rg\u00e3o m\u00e1ximo da categoria. Essas atividades s\u00e3o classificadas em quatro n\u00edveis: b\u00e1sico (B), intermedi\u00e1rio (I), pleno (P) ou especializado (E). O n\u00edvel b\u00e1sico corresponde \u00e0s atividades que podem ser realizadas por qualquer engenheiro civil com forma\u00e7\u00e3o generalista. O n\u00edvel intermedi\u00e1rio corresponde \u00e0s atividades que exigem conhecimentos espec\u00edficos adquiridos em cursos complementares ou experi\u00eancia profissional. O n\u00edvel pleno corresponde \u00e0s atividades que demandam conhecimentos aprofundados obtidos em cursos de p\u00f3s-gradua\u00e7\u00e3o ou experi\u00eancia profissional. O n\u00edvel especializado corresponde \u00e0s atividades que requerem conhecimentos especializados obtidos em cursos de p\u00f3s-gradua\u00e7\u00e3o stricto sensu ou experi\u00eancia profissional. O engenheiro civil pode assinar as atividades que correspondem ao seu n\u00edvel de qualifica\u00e7\u00e3o, desde que possua as ARTs correspondentes. Caso contr\u00e1rio, ele pode ser responsabilizado por exerc\u00edcio ilegal da profiss\u00e3o, infra\u00e7\u00e3o \u00e9tica ou civil e at\u00e9 criminal. Quais s\u00e3o os limites e as responsabilidades do engenheiro civil? O engenheiro civil deve estar ciente dos limites e das responsabilidades que envolvem o seu trabalho. Ele deve respeitar as normas t\u00e9cnicas, os c\u00f3digos de \u00e9tica, as leis e os regulamentos vigentes. Ele deve zelar pela seguran\u00e7a, pela qualidade, pela sustentabilidade e pelo interesse p\u00fablico das obras que projeta, executa ou fiscaliza. Ele tamb\u00e9m deve estar atento \u00e0s inova\u00e7\u00f5es tecnol\u00f3gicas, \u00e0s demandas sociais e \u00e0s necessidades do mercado. Ele deve buscar a atualiza\u00e7\u00e3o constante dos seus conhecimentos e a amplia\u00e7\u00e3o das suas compet\u00eancias. O engenheiro civil deve assinar apenas as atividades que estejam dentro do seu campo de atua\u00e7\u00e3o e do seu n\u00edvel de qualifica\u00e7\u00e3o. Ele deve evitar o ac\u00famulo de fun\u00e7\u00f5es, a sobreposi\u00e7\u00e3o de responsabilidades e os conflitos de interesse. Ele deve comunicar ao CREA qualquer irregularidade que constate no exerc\u00edcio profissional da engenharia civil. O engenheiro civil deve ter consci\u00eancia de que o seu trabalho pode afetar a vida de milhares de pessoas, o meio ambiente e o patrim\u00f4nio hist\u00f3rico e cultural. Ele deve assumir as consequ\u00eancias dos seus atos e responder por eventuais danos causados por imper\u00edcia, imprud\u00eancia ou neglig\u00eancia. O engenheiro civil \u00e9 um profissional que pode assinar uma variedade de atividades relacionadas \u00e0 engenharia civil, desde que possua registro no CREA e as ARTs correspondentes.
